In 1935, the British agreed to allow Germany to rebuild its naval forces, including submarines. He so called "claimed" that he was building German military strength in order to resist the spread of communism. In 1936, Hitler violated the treaty by sending German troops into the Rhineland. In June of 1940, sensing a quick victory, Italy's Benito Mussolini joined forces with Hitler and declared war on both Great Britain and France. Italy then attacked France from the south.
